If there is enough time, we can besiege a town and wait it to hire units. Bring there the units who need leveling and put them one hex away from the town. To make the AI hire ground units, place 7 flyer over the city to cover hiring space. They will not count as threat and the AI can hire ground units, but not flyers as it can not place them anywhere.
