Constructing the Weather Paradigm secret project allows the former units to dig for boreholes early in the game. But these insane tile improvements that gives 6 energy and 6 minerals are damaging the planet big time. So it is not good to dig them in the city radius. Instead, use the free squares, that cities can not reach, to dig them and send a supply unit from the cities to collect the precious minerals or energy. Just build a supply in a city, send it over the borehole and press "o". This is additional resources for the city and the Eco damage is not so big.
