Building improvements around cities in CTP 2 is different than the classic civs. There is no settlers or workers, but every improvement like farm, mine or road, is placed directly by the player. It just cost a certain amount of Public Works. To generate Public Works, we need to set a percentage generation from the overall production. This is done from the Empire Manager in Domestic Policy tab in the middle column. Roads in CTP2 do not generate wealth, so we may save from there.

Hint: Place 10% Public Works in the very beginning of the game, the first few farms makes a difference.

In this wonderful CTP2 Civilization PC video game, there is a unit that can wipe out a whole city and make its place a clear terrain with preserved nature with singing birds and fresh air. Beside some cool units, Call to power 2 is different from Sid Meier's Civilization with its battle styles and city improvement system.

To be able to constructed Eco Rangers, the Ecotopia government is required.
Eco Rangers can attack only the top five polluted cities on the map.
They ignore all military defense in the city.
