Playing the standard Arrakis map in Civilization 4: Dune Wars computer game mod, there is the polar region in the center of the map. Polar desert is different by the rest of the planet and every rival race will hurry to make colonies there. First, the polar tile give a pure +1 water and the polar ice resource give additional +3 water. Second, building ice extractors we can distribute the ice to the rest of the empire, giving +0.75 water for every ice extraction. So it is good to have more of them.

Playing with the Fremens, it is easier to control the polar regions in the early stages, because of their special units that cross the deep desert without transportation.
